บทคัดย่อ

        การวิจัยครั้งนี้มีวัตถุประสงค์ เพื่อ 1) ศึกษาสภาพ ความต้องการ และปัญหาการมีส่วนร่วมของผู้ใช้บริการ ในการบริหารงานสำนักวิทยบริการ มหาวิทยาลัยราชภัฏพระนครศรีอยุธยา 2) เปรียบเทียบสภาพและความต้องการมีส่วนร่วมของผู้ใช้บริการในการบริหารงานสำนักวิทยบริการ มหาวิทยาลัยราชภัฏพระนครศรีอยุธยา 3) เพื่อ เปรียบเทียบความต้องการและปัญหาการมีส่วนร่วมในการบริหารงานสำนักวิทยบริการ มหาวิทยาลัยราชภัฏพระนครศรีอยุธยา ระหว่างสถานภาพของผู้ใช้บริการ และ 4) ศึกษาแนวทางพัฒนาการมีส่วนร่วมของผู้ใช้บริการในการบริหารงานสำนักวิทยบริการ มหาวิทยาลัยราชภัฏพระนครศรีอยุธยา กลุ่มตัวอย่างคือ ผู้ใช้บริการ ประกอบ
ด้วยอาจารย์ นักศึกษา และบุคลากร ในปีการศึกษา 2551 จำนวน 380 คน เครื่องมือที่ใช้ในการวิจัยคือ แบบสอบถามวิเคราะห์ข้อมูลโดยใช้ค่าร้อยละ ค่าเฉลี่ย ส่วนเบี่ยงเบนมาตรฐาน ทดสอบความแตกต่างด้วยสถิติ ค่าที และการวิเคราะห์ความแปรปรวนทางเดียว ผลการวิจัย พบว่า
     1) ผู้ใช้บริการมีสภาพการมีส่วนร่วม ความต้องการมีส่วนร่วม และปัญหาการมีส่วนร่วม ในการบริหารงานของสำนักวิทยบริการ มหาวิทยาลัยราชภัฏพระนครศรีอยุธยาในระดับปานกลางค่อนข้างน้อย 2) ความต้องการมีส่วนร่วมในการบริหารงานของสำนักวิทยบริการ มหาวิทยาลัยราชภัฏพระนครศรีอยุธยา ของผู้รับบริการมีความต้องการสูงกว่าสภาพการมีส่วนร่วมทุกด้าน 3) ความต้องการและปัญหาการมีส่วนร่วมในการบริหารงานสำนักวิทยบริการ มหาวิทยาลัยราชภัฏพระนครศรีอยุธยา แตกต่างกันตามสถานภาพของผู้ใช้บริการ 4) แนวทางการปรับปรุงและพัฒนาการมีส่วนร่วม ได้แก่ ควรให้ผู้ใช้บริการมีส่วนร่วมในการออกความคิดเห็น เสนอแนวทางในการบริหารจัดการ นโยบาย การวางแผนงาน ประเมินผล ควรมีอุปกรณ์เทคโนโลยีที่ทันสมัย รวดเร็วและเพียงพอควรมีสำรวจความต้องการอย่างสม่ำเสมอ ควรมีการจัดกิจกรรมที่หลากหลาย และควรมีการประชาสัมพันธ์ ด้วยสื่อต่างๆ อย่างสม่ำเสมอและทั่วถึง

Abstract

        The purposes of this research were to : 1) study the conditions, needs and problems regarding the users' participation in the management of the academic resources center at Phranakhon Si Ayutthaya Rajabhat University ; 2) compare the conditions and needs to participate in managing Phranakhon Si Ayutthaya Rajabhat University Academic Resources Center ; 3) compare needs and problems of management participation of the users classified by their status ; and 4) investigate a guideline to develop the users' participation in the management of the academic resources center. The sample group consisted of 380 instructors, students, and staff of Phranakhon Si Ayutthaya Rajabhat University in the 2008 academic year. The research instrument comprised a questionnaire. Statistical analysis was performed using percentage, mean, standard deviation, t-test and one way analysis of variance. The findings were as follows :
        1) The conditions, needs and problems of the users' participation in management were at a moderate to a low level. 2) The users desired to participate in management more highly than the other types of participation relations to the users' status 3) Differences in the users' status yielded a difference in their needs to participate and problems involved in management participation. 3) Differences in the users' status yielded a difference in their needs to participate and problems involved in management participation. 4) The guidelines to improve and develop the management participation included several things. The users should express their opinions, propose the guidelines for the management policy, planning, and evaluation. Modern technology should be equipped quickly and adequately. A regularsurvey of the users' needs should be performed. Various activities should be available. Finally, public announcement should be done regularly and thoroughly through different kinds of media.
